The California Smog Check, Test Only emissions inspection program, is designed to identify vehicles which are gross polluters with the use of an exhaust gas analyzer. The emissions inspection is performed by an exhaust gas analyzer which is referred to as a smog test machine. During this inspection, the smog test machine looks for the presence of Hydrocarbons, Carbon Monoxides and Nitrous Oxides in your vehicle's exhaust. You will also need to pass a visual inspection making sure your vehicle has not be unaltered or has any missing parts or leaks in hoses. There is a final test of your vehicle's gas cap to make sure that no gas is being evaporated into the atmosphere. The exhaust analyzer calculates your vehicle's exhaust and translates the information and evaluates the results. Based on this information the technician can diagnose your vehicle's engine condition. These Tests are preformed on your vehicle.

If You Didn't Pass the Smog Test. Eligible consumers can apply for a two-year extension to complete necessary emissions related repairs. The State of California will allow applicants to register their vehicles through the DMV and receive registration tags/stickers for two consecutive years if you failed to pass the smog test. This program is designed to allow low income applicants time to repair their vehicles. To qualify for a "Hardship Extension", Your vehicle must have been registered in California for at least the last two years. You must have failed a "biennial" smog check inspection. Your vehicle must not have a tampered emissions control system. Your vehicle must require emission related repairs in the amount of $250.00 or greater and you must not be in the process of selling the vehicle or registering it in the State of California for the first time. A written estimate and diagnosis from a certified smog repair shop is also required. For more information or to apply, you will need to call The Bureau of Automotive Repairs, B.A.R. The Vehicle Retirement Program is now offering $1000 for eligible motorists to voluntarily retire their high-polluting vehicles.
The Bureau of Automotive Repair (BAR) can help you repair your car. If your vehicle fails its' biennial (every other year) Smog Check inspection and you are either income eligible or your DMV Renewal Notice requires you to obtain a Smog Check at a Test-Only station.
The Consumer Assistance Program(CAP) offers two options to help California consumers whose vehicles fail their biennial Smog Check.
CAP programs are limited to available funds.
REPAIR ASSISTANCE - Qualified motorists can receive up to $500 in emissions-related repairs through CAP’s Repair Assistance Program. Eligible consumers must take their vehicles to Gold Shield repair stations which are authorized to perform repair assistance services. Motorists may qualify for Repair Assistance in one of two ways: Income Eligible – Motorists whose household incomes are at or below 185% of the federal poverty guidelines qualify for repair assistance.
A family of four whose income does not exceed $2,906 per month, or $34,873 per year, would qualify for up to $500 in repair assistance.

Test-Only Eligible – Certain vehicles are required to have their Smog Checks done at stations that perform only tests, and no repairs. If your vehicle’s DMV registration renewal notice requires a Test-Only inspection, your vehicle may qualify for up to $500 in repair assistance. Qualified consumers must pay the first $100 towards diagnosis and/or emissions-related repairs.
VEHICLE RETIREMENT The Vehicle Retirement Program is available to motorists who want to voluntarily retire their vehicle rather than repair it. Approved vehicles must be driven to one of the state’s authorized dismantles. Eligible consumers can receive $500 in exchange for their vehicle.
